Elgin Manor
Elgin Manor is a 100-unit affordable senior community in a campus-like wooded setting in Elgin, IL. The apartments are fully supported by a Section 8 (HAP) rental assistance contract with 99 one-bedroom and 1 two-bedroom apartments. POAH acquired the property in 2019 in a portfolio purchase that also included the former Wing Schoolhouse in downtown Elgin. In 2023 POAH completed a 14-month renovation (the property’s first substantial upgrade in decades) that included improvements to all 100 apartments and enhances residents’ comfort and experience. -- new windows, air conditioners and appliances as well as bathroom upgrades, lighting, flooring, and paint. ADA units were upgraded to current requirements.
Common-area work included redesigning the community room and front lobby and new flooring and lighting in stairwells and hallways. Building elevators were modernized and HVAC and security systems either replaced or modernized. There were also significant site and building envelope improvements.
The Illinois Housing Development Authority (IHDA) provided tax-exempt bonds, 4% low income housing tax credits (LIHTC) and $1.8M in secondary financing. Kane County provided $750,000 in secondary HOME financing. HUD provides rent subsidy to all 100 units. Huntington is the first-mortgage lender and Enterprise Community Partners is the LIHTC investor. Initial acquisition included Capital Magnet Fund resources.
