ST. LOUIS – For decades, the Clinton-Peabody apartments near downtown St. Louis have faced deteriorating conditions, but change is finally on the horizon after nearly a decade of advocacy.
With $6.5 million in funding from the Missouri Housing Development Commission, phase one of construction is set for 2026.
The first phase will replace aging buildings and will also add community spaces and designs to reduce utility costs for residents.
“There will be 89 units. One-, two-, and three-bedroom units,” Senior Project Manager of the Preservation of Affordable Housing Stephanie Co said. “There will also be a community room, management leasing space, and hopefully a great welcoming space even for residents that aren’t able to be there for that first phase.”
The complex consists of 31 buildings and over 900 tenants. Residents and developers are collaborating to ensure the new community meets their needs.
“It also includes a Central Park where residents can gather. Hopefully have a basketball court and other kinds of recreational activities,” Co said.
For Pamela Emrick, a 56-year Clinton-Peabody resident, this redevelopment is more than just a construction project—it’s a fresh start.
“It’s due time for an upgrade, and I’m very excited just to see it,” Emrick said.
In 2018, several residents complained about mice-infested units. Political leaders and tenants protested these conditions. Since then, management has changed, and Emrick says she is particularly looking forward to the new changes to come.
“(I’m looking forward to) the recreation center that would be available to the residents, the new living conditions cause they’re starting from ground up. More living space. Just the whole idea of being a fresh restart,” Emrick said.
Phase one is predicted to cost $32 million and is expected to be completed by the summer of 2027, with five total phases planned to fully transform the area.
