Joe Flatley served as President and CEO of the non-profit Massachusetts Housing Investment Corporation (MHIC) from 1990 through 2022. Under Joe’s leadership as its founding CEO, MHIC was nationally recognized as an innovative financier of affordable housing and community development with impact throughtout New England. Over the thirty-two year period that Joe led the company, MHIC invested over $3.2 billion in over 650 projects – for the creation of more than 25,500 units of affordable housing and six million square feet of commercial space.
Prior to MHIC, Joe served in a number of positions in state government advancing affordable housing and community development, including Assistant Secretary for the Massachusetts Executive Office of Communities and Development (EOCD), and Chief Planner with the Office of State Planning.
Joe has served on a number of national and local boards, including the National Association of Affordable Housing Lenders, Citizens Housing and Planning Association, and the New Markets Tax Credit Coalition; Joe currently serves on the Boards of the Affordable Housing Institute and Housing Navigator.
Joe is a native of Chicago, and is a graduate of MIT and Harvard University, where he earned degrees in urban studies and city planning.
